There are larger-scale worries about resources in Laos. The Chinese are building a high-speed railway link in the country 400km long. It could transform the landlocked country, though cynics say it will mainly benefit the Chinese. It will link China's south-western Yunnan province with four Lao cities, including the capital Vientiane. About 150,000 Chinese workers will be involved. What will this do to local clean water supplies? How will the workers be fed? The vast majority of Laotians live off the land; the valleys near Thapho village are scattered with the brilliant green of the paddy fields which, with luck, will provide two crops a year. With foreign investors keen to buy up land, local people will have to be moved to make room for them.

Dragon Lays A Golden Egg
A new casino complex is supposed to transform poor Ton Pheung into a ‘Macau on the Mekong’. But some locals are already nervous.
IA large golden dome dominates the Laotian landscape on the other side of the Mekong River. From Chiang Saen, the ancient capital of the Lanna kingdom and now a Thai port, visitors board boats at a landing stage built by a Chinese trading company. Every 15 minutes, visitors are picked up by fast launches and whisked across the river.Landing on the Laotian side, they’re ushered into a pompous domed edifice emblazoned with Chinese dragons on the stairway that houses the immigration arrival hall in the casino zone of Ton Pheung in Laos’ Bokeo Province. Welcome to the Golden Triangle’s glittering new gambling city, dubbed the new ‘Macau on the Mekong’.Yet getting to stamp a 14-day free entry stamp into visitors’ passports is about the only remaining semblance of authority still exercised by the host Laotian government in this Chinese-run Special Economic Zone (SEZ).Along the waterfront, high-powered boats disgorge Chinese businessmen, investors, gamblers and tourists. Some have made their way here not through the popular route via neighbouring Thailand, but directly from Yunnan Province in China, while others arrive by land along the vastly improved road from the Chinese border at Boten.This may be Laos, but the 4-star hotel, restaurants, shops and the currency are all Chinese. In every direction there’s the buzz of ongoing construction in this 3000-hectare entertainment and trading zone. The resulting atmosphere jars with the country’s usual lazy charm, Buddhist culture, rich ethnic diversity and the communal village traditions of the province. Indeed it feels much more like a commercial enclave of China. But it’s an enclave that seems beyond the normal jurisdiction of its weak host state. In the words of one casino executive: ‘We have our own government inside the zone.’A group of Chinese investors are trying to transform the Golden Triangle’s traditional image as a mecca of the international heroin trade to a ‘Macau on the Mekong’ by luring gamblers, tourists and traders. When the complex is completed at the end of next year, it will boast two golf courses, karaoke bars, massage parlours, swimming pools, hotels, a clinic and shopping centre. But it’s no accident that the first building in place is the casino. After all, gambling is illegal in both Thailand and China.The first phase of construction, which includes a road to the nearest town of Ban Houei Xay, will cost between $200 million and $300 million. The total undertaking, meanwhile, is expected to cost about $2.25 billion dollars, with over 50 projects to be completed by 2020.The company behind all this is little-known Dokngiewkham, registered in Hong Kong and also known by the English name The King Romans Group. Its investors are said to hail from Hong Kong, Macau and Yunnan Province, although the group has declined to divulge the names or details of their backers.This mega project’s strategy is based on rapid regional integration and the construction of an ‘Asian highway’. Road improvements have greatly improved road access from Yunnan through Laos to the Thai border at Chiang Khong on the Mekong, while railway links are also in the works that will link northern Thailand through Laos to China.Laos’ communist government has signed over 10,000 hectares to Dokngiewkhamon a 99-year lease basis. A prime ministerial decree in February, meanwhile, set out the guidelines for ‘the establishment and management of the Golden Triangle Special Economic Zone’ with 3000 hectares designated as a duty-free SEZ. The rest has been set aside for eco-tourism, with the government to share the profits with the developer.Yet despite the fact that China is the biggest investor in Laos, with a plethora of rubber plantations and mines, an influx of Chinese settlers is fuelling growing anti-Chinese sentiment in this landlocked nation.Laotian farmers already complain they’ve been pressured by local authorities to sell land for excessively low prices to fast expanding Chinese rubber plantations. Indeed, although Special Region No. 4 has supposedly abandoned narcotics, the dominant military force in this remote region of northern Burma is still the UWSA, one of the world’s major drug-trafficking militias, which operates in the adjoining Shan State region No. 2. Laotian people are already victims of the rampant smuggling of ‘Ya Ba’ (the local term for amphetamines), which are manufactured in small laboratories just across the Mekong by USWA forces. Will the dragon devour the elephant? Only time will tell...
The Chinese are not interested in South-East Asian towns until they have reached on their [own] initiative a certain level of population and prosperity.
They then descend like a flock of gregarious birds, galvanizing its life with their own crow-like vitality.
The feeble shoots of local culture wither away and what remains is a degenerative native slum round the hard, bright self-contained Chinese core.

Dragon Running Six Months Late Already
The building of a railway between southwest China's Yunnan Province and Laos will kick off on Oct. 28, according to its Chinese contractor.
The 530-km railway, expected to be completed in 2015, will link Mohan port in Dai Autonomous Prefecture of Xishuangbanna and Vientiane, the capital of Laos, said Li Zhanqun, board chairman of the Yunnan Xiaoxiang Pan-Asia Investment Co., Ltd.
"We would like to use more workers from Laos to help boost the employment market along the railway," Li said.
The railway is part of the Trans-Asian railway network, which will cover 114,000 km and travel through 28 countries throughout the region.

Elephant Turns Turtle For Dragon
The government has urged National Assembly (NA) members to help advocate a proposed China-Laos high speed railway as it believes the mega investment project will speed up development in Laos.
Speaking yesterday at the 10th Ordinary Session of the Sixth Legislature of the NA, Standing Deputy Prime Minister Somsavat Lengsavad said the government would like Lao people, particularly those living in the planned project area, to learn about the importance of the railway line.
The government hopes to encourage them to participate in development of the US$7 billion project so construction of the 421km railway from the Laos-China border to Vientiane can begin in April as planned.

Mr Somsavat said the proposed railway would be a historic event for Laos and would bring huge benefits to the country, adding that the project is part of the government’s policy to turn Laos from a landlocked nation into a land-linked country.
He also said the profile of Laos would be raised as it would be the first country in the region to have a high speed railway.
Mr Somsavat told NA members that Laos and China signed a memorandum of understanding on the railway in April this year after President Choummaly Sayasone and Chinese President Hu Jintao signed an agreement to elevate relations between the two countries to that of ‘all round strategic cooperation partners’.
Based on the MOU, Laos and China will establish a joint venture to build and operate the railway and associated services, he said, adding that China will hold a 70 percent investment share and the rest would belong to Lao partners .
Laos and China agreed that construction of the railway would begin in April 2011 to mark the 50 th anniversary of Laos-China diplomatic relations and be completed within four years as a gift to Laos to mark the nation’s 40th anniversary.
Mr Somsavat said over the past five to six months, Lao and Chinese officials had carried out a survey for the proposed railway.
The railway would be 421km long and include 190km of tunnels and 90km of bridges. It is envisaged that electric trains travelling at 200km per hour would carry passengers and trains travelling at 120 km per hour would carry freight.
There would be five main stations along the line – at Boten, Oudomxay, Luang Prabang, Vangvieng and Vientiane.
Mr Somsavat said construction of the railway would involve 50,000 workers, adding that the project would train workers in Laos while management staff would be sent to China for training.
The railway would form part of the Asean-China rail link, which begins in Yunnan province, China, and runs to Singapore through Laos and Thailand.
The Thai government has already signed an agreement with China to develop the section of line that runs through Thailand and Malaysia.
The Chinese government hopes the railway will open up a major trading route after the implementation of the China-Asean Free Trade Agreement earlier this year.
